looking for surgeon in Europe for hand or arm amputee. Also would like to hear some tips about lidocaine how to use it for arm amputation..

Hi,
I try to find a safe surgeon in Europe for log time ago.
In my opinion is very had to find, because elective amp is out of law.......
Discutions on forums or e-mail are not safe. Even private phone calls are not safe......Do you think that a safe practitioner can pericitate his job?
